Lothal is in the Bhal region of Gujarat, on the Bhogavo river near the Gulf of Khambhat, administratively under Ahmedabad district.
The site itself is small. UNESCO’s tentative-list entry records an excavated area of about 7 hectares, with peripheral walls 12 to 21 metres thick, and evidence of Harappan occupation between roughly 2400 BCE and 1600 BCE. It is the only known port-town of the Indus Valley Civilisation.

When you introduce yourself to any seller, ask for the jantri (government ready-reckoner) value and the last registered sale deed rate in that survey number, both in ₹ per square yard. One square yard equals 9 square feet, and one gaj is the same as one square yard — sellers sometimes switch between units mid-conversation.

Lothal is a centrally protected monument under the Ancient Monuments and Archaeological Sites and Remains Act, 1958 (amended 2010). That Act creates two zones measured from the protected limits:

Is land in Lothal agricultural or NA?

Most of it is agricultural. That has two consequences.
First, under Gujarat’s tenancy legislation, a person who is not an agriculturist generally cannot purchase agricultural land. This blocks most salaried investors and NRIs outright until the land is converted.
Second, NA (non-agricultural) conversion is an order, not a formality. It is granted by the Collector for a specified use — residential, commercial or industrial. An NA order for one use does not permit another.
What to ask for, by name:

- 8-A extract — the owner’s total holding
- NA conversion order — with the permitted use stated

If a seller offers a “power of attorney sale” instead of a registered sale deed, walk away. It is not ownership.
Does DSIRDA or RERA cover plots in Lothal?
This confuses buyers constantly, so here is the plain version.
DSIRDA (Dholera Special Investment Region Development Authority) approves layouts inside the notified Dholera SIR area. Lothal village sits outside that boundary. A Lothal layout therefore is not a DSIRDA-approved layout, whatever the brochure implies.
RERA is separate. Under the Real Estate (Regulation and Development) Act, a plotted development above the prescribed size threshold must be registered with Gujarat RERA, and the registration number must appear in every advertisement. Ask for the GujRERA number and check it yourself on the official portal — do not accept a screenshot.
A project can be perfectly legal and still not be inside Dholera SIR. The problem is only when a seller lets you believe it is.
