The Vibrant Gujarat Global Summit 2027 is scheduled to be held in Gandhinagar from January 10 to 12, 2027. At the curtain-raiser event held at Bharat Mandapam in New Delhi, Chief Minister Bhupendra Patel held global diplomatic discussions with investors and business leaders. Two words dominated the room: semiconductors and data centres.
For anyone tracking Dholera updates, this was not just another investment event. It was confirmation that Dholera SIR has moved from the “future plan” column into the “under construction and hiring” column.
So what is the actual status of Gujarat’s semiconductor and data centre ecosystem? And will these investments create real jobs for Gujarati youth? Let us go question by question.
Is Gujarat set to become a tech hub?

Gujarat is gradually moving beyond its traditional industrial identity. The state has long been known for brass parts in Jamnagar, diesel engines in Rajkot, sugarcane juice machines, Surat’s textiles and Surat’s diamonds. That identity is not disappearing. But a second layer is being built on top of it.
At the VGGS-2027 curtain-raiser, CM Bhupendra Patel pointed out that six of the twelve semiconductor projects approved in India are located in Gujarat, and three facilities are already operational. That is a majority share of India’s entire chip programme sitting in one state.
The summit theme itself — “Viksit Gujarat: Shaping Global Future” — puts semiconductors, fintech, AI, green hydrogen and soft power at the front of the pitch, alongside the state’s older strengths in ports, energy and manufacturing.
In short: Gujarat is doing what Andhra Pradesh, Tamil Nadu and Karnataka are also attempting. The difference is that Gujarat has land, policy and an anchor project already pouring concrete.
Where exactly does Dholera fit into this?

Dholera SIR is the physical address of Gujarat’s semiconductor ambition.
The Tata Electronics–PSMC fab in Dholera is a ₹91,000 crore project approved by the Union Cabinet in February 2024, with the foundation stone laid by PM Narendra Modi in March 2024. Key details in the current Dholera updates cycle:
- Capacity: up to 50,000 wafers per month
- Technology: starting at 28nm — power management ICs, display drivers, microcontrollers, automotive and AI compute chips
- Construction status: crossed the halfway mark during 2026
- First chip: targeted by end-2026, with commercial ramp-up through 2027–2028
Around this anchor, an ecosystem is forming. Tata Electronics has signed agreements with international partners including ASML for the 300mm fab. Companies such as Tsingshan Holding Group, L&T Vyom, Jabil and ReNew have already committed to Dholera. Fujifilm India has signed an MoU with the Gujarat government to explore semiconductor materials manufacturing.
Add the physical infrastructure now nearing completion — Dholera International Airport at roughly 80% construction, the Ahmedabad–Dholera Expressway, and the proposed metro and rail links — and the picture becomes clear. Dholera is not being marketed as a smart city. It is being built as one.
This is the newer half of the story, and arguably the more interesting one for the next decade.
Gujarat has unveiled a dedicated data centre policy — the state describes it as the first of its kind in India — with a stated ambition of attracting several lakh crore rupees in hyperscale data centre investment. Union Minister Mansukh Mandaviya specifically asked investors at the curtain-raiser to study opportunities in data centres, semiconductors, green hydrogen and hydrogen storage ahead of VGGS-2027.
Why Dholera for data centres? Three reasons:
- Power. Dholera sits beside one of the world’s largest solar parks in Khavda-Dholera region planning. Data centres are power-hungry, and cheap renewable power is the single biggest operating cost lever.
- Land. Dholera offers large, contiguous, litigation-free parcels — something Mumbai, Chennai and Hyderabad simply cannot match at scale.
- Fibre and proximity. Gujarat’s coastline hosts multiple international submarine cable landing points, and Dholera is planned with fibre-ready trunk infrastructure from day one.
Combined, the semiconductor and data centre pipelines being pitched for Gujarat run into the ₹7 lakh crore range — a figure that will be tested and expanded when MoUs are signed in January 2027.
Will these investments create jobs for Gujarati youth?

Answer: Yes, in three waves — and the first wave has already started.
Wave 1 — Construction and infrastructure (happening now). Civil engineers, cleanroom contractors, site supervisors, safety officers, electricians, heavy equipment operators. Airport, expressway, township and fab construction are absorbing thousands of workers today.
Wave 2 — Skilled technical roles (2026–2028). The Tata fab alone is projected to generate 20,000+ direct skilled jobs in Phase 1 — process engineers, dry-etch technicians, instrumentation and process-control specialists, quality and metrology staff. Data centres will add network engineers, HVAC and power specialists, and site reliability roles.
Wave 3 — Indirect and service economy (2027 onwards). Counting logistics, retail, education, healthcare, hospitality and housing, the total employment impact across Dholera SIR is commonly estimated in the range of 60,000 to 1,00,000 people over five to seven years.
Current salary reality in Dholera SIR, as reported for 2026: freshers in the ₹2.5–4 lakh per annum band, while experienced semiconductor engineers command ₹10–20 lakh and above. Tata Electronics is also building around 530 on-site apartments, with over 1,500 serviced apartments planned for workers and expatriate staff.
The honest caveat: the highest-paid fab roles require specialised training that India is still scaling up. Gujarati youth who move early into electronics, instrumentation, VLSI design and mechatronics courses will capture the best of this cycle. Those who wait will compete with talent from Bengaluru, Hyderabad and abroad.
What does this mean for land and property in Dholera?

Jobs create demand for housing. Housing creates demand for land. This is the oldest equation in urban development, and Dholera is currently sitting at the start of it.
Twenty thousand direct employees plus their families plus the service economy around them is not a rounding error — it is a small city that does not yet have enough built inventory. Investors watching Dholera updates closely are positioning in TP zones near the expressway, the airport and the activation area, where NA/NOC-approved, single-FP, clear-title plots are still available at entry-level pricing relative to what a functioning industrial city commands.
The rule remains the same as ever: buy approved, buy titled, buy near infrastructure that is already funded and under construction — not near infrastructure that has only been announced.
