What Happened at Hisar, Rohtak, Panipat and Dwarka

Each city brought a different kind of room, and the questions changed accordingly.
Hisar filled up faster than expected β the hall went houseful and extra seating had to be arranged for walk-ins. Families arrived in groups, and several investors brought their CAs and legal advisors along so a decision could be taken the same day. Demand concentrated heavily on residential plots and corner units, and the spot-booking counter confirmed same-day allotments.
Rohtak drew a noticeably different crowd: first-time investors and NRI families. The master plan session triggered a Q&A long enough that the event ran past its scheduled close. Serious enquiries came through on bulk land and commercial segments, and a number of attendees went on to join a physical site visit to Dholera.
Panipat reflected its own economy. Business owners from the textile and trading community turned out in strength, and their interest sat firmly on commercial units and bulk land as a diversification play. Several were repeat investors who had come on the reference of Hisar and Rohtak attendees. The payment plan and EMI counselling desk saw the longest queue of the day.
Dwarka (Delhi NCR) brought a mix of salaried professionals, government employees and NRI families. Conversation gravitated almost entirely toward locations near the semiconductor fab and the upcoming airport. The documentation and legal-verification session attracted the most questions of any expo so far β and produced the highest sign-up ratio for follow-up site visits.
Why Dholera, and Why Now
The single most important shift in 2026 is that Dholera has stopped being a blueprint. Things are visible on the ground.
Dholera is the flagship node of the DelhiβMumbai Industrial Corridor (DMIC) and India’s first greenfield, fully master-planned smart city β meaning the infrastructure is built first and the population follows. Not the other way around.
The expressway is operational. The 109 km, 4-lane AhmedabadβDholera Expressway (expandable to 8 lanes) opened in March 2026, cutting the drive to 45β50 minutes. The pattern in India is well established β the PuneβMumbai Expressway reset Pune’s market, the Yamuna Expressway did the same for Greater Noida. When access improves, the floor under land value moves up.
The airport is close. The 3,200 m runway is complete, a trial landing has already been carried out, and the project is in the calibration, trials and licensing stage. It will take load off Ahmedabad and function as a major cargo and logistics hub β which feeds directly into commercial land valuation.
The Tata semiconductor fab is a national asset. Tata Electronics is building a βΉ91,000 crore fabrication plant here, targeting its first chip by December 2026. Under the India Semiconductor Mission, Dholera is Gujarat’s only designated location. A fab of this scale brings ancillary units, vendors, suppliers and thousands of engineers with it.
The smart infrastructure is already in place. The 250-metre-wide Central Spine Road is fully operational with smart lighting and sensors. The ABCD Building serves as the city’s ICT command centre, centrally monitoring water, power and traffic. Roads up to 75 m wide already carry underground utilities β water, drainage, power and fibre. Tata Power and Torrent Power substations, a 765 kV power substation and a 250 MW solar park are all running.
And more is approved. The SabarmatiβDholera metro/rail corridor has been cleared at βΉ20,667 crore. A dedicated logistics hub and port link are planned for export-oriented industry. Phase 1 of the Lothal National Maritime Heritage Complex adds a tourism pull. Gujarat’s semiconductor policy β 75% land subsidy and 40% capex support β explains why industry is choosing this location over others.
The logic for an investor is straightforward: where industry, connectivity and government capital have all been sunk into the same place, that sunk infrastructure creates a permanent floor under land value. Dholera is currently shifting from a speculator-driven market to an end-user and builder-driven one β historically, that transition is the most interesting window to enter.
